Introduction
Jamaica is seeing a meaningful shift in how we talk about communication access.
Across Jamaica, there is growing attention on the need for better communication access for Deaf and Hard-of-Hearing people.
Recently, the Jamaica Libraries and Information Network launched a phased Jamaican Sign Language training programme for the public library system. The aim is to help remove communication barriers in libraries and support greater inclusion for members of the Deaf community. This matters because libraries are more than buildings with books. They are places where people access information, culture, learning, and opportunity. If a Deaf person enters a public space and cannot communicate with the people serving them, that space is not truly accessible.
We are also seeing movement in other public services. In June, 43 members of the Jamaica Constabulary Force graduated from a Jamaican Sign Language and Deaf Culture training programme. This is an important step because communication access can affect safety, dignity, and trust during everyday interactions. Jamaica Observer
At the same time, advocates continue to highlight the communication gaps that Deaf Jamaicans face, especially when important information is shared without sign language access. Jamaica Observer
